Scott comes to LINK after fourteen years of successfully representing a wide array of clients and industries as a top government affairs professional in Harrisburg. He regularly achieved the goals and objectives of those he represented by effectively telling their story, resourcefully leveraging key relationships, and finalizing winning deals.
For most of Scott’s career, his primary focus was shaping Pennsylvania’s budget, including significant experience with operational appropriations, capital cost funding, and health care finance.
During his time in the State Capitol, he helped secure tens of millions of dollars in public investments for colleges and universities, arts and cultural institutions, community services organizations, and Pennsylvania hospitals.
Scott also worked closely with the Commonwealth’s business community, including the state’s most significant construction, manufacturing, small business, health care, insurance, and tourism voices to strengthen Pennsylvania’s economy and to improve its legal liability climate. Scott continues to have a considerable network of contacts across all of these groups.
Prior to his work in government affairs, Scott was an effective state agency and legislative staffer. He worked for the House Appropriations Committee where he determined how legislation—especially initiatives regarding public safety—would impact the financial health and wellbeing of the commonwealth. As part of the Department of Education’s policy team, he helped lay the groundwork for landmark workforce development legislation to ensure Pennsylvania businesses would have access to the employees they need.
Scott holds a Master’s degree from the University of Pittsburgh, and he earned his BA from Dickinson College. He lives in Lancaster with his wife and two daughters.
